Yes. Alarms/app notifications can be delivered to either the mobile device or Apple watch, not both.
Notifications for the Libre watch app* follow the Apple Watch’s functionality to mirror notifications from phone to watch.
Below are common examples of where the alarms† / app notifications will display based on the following phone/watch app scenarios:
Scenario 1
Notifications appear on the iPhone when iPhone is unlocked, and Apple Watch is locked.
Scenario 2
Notifications appear on the iPhone when both iPhone and Watch is locked, or Apple Watch is locked.
Scenario 3
Notifications appear on the iPhone when iPhone is unlocked, and Apple Watch is unlocked.
Scenario 4
Notifications appear on Apple Watch when iPhone is locked, and Apple Watch is unlocked.
Scenario 5
Notifications appear on Apple Watch when iPhone is asleep, and Apple Watch is unlocked.

† Glucose information and notifications will only be received when your smartphone is within range of your sensor and smartwatch. Notifications seen on your smartwatch are mirrored from the Libre app on your smartphone. You must enable the appropriate settings on your smartphone to receive alerts on your smartwatch.
